School District/ Joint Agreement Budget Form - FY09


Laws effective July 1, 2008 for School Districts / Joint Agreements: New Rules
The provisions of (23) Illinois Administrative Code – Part 100 become effective July 1, 2008 (FY2009). The new requirements for accounting, budgeting, financial reporting and auditing address many of the same issues as in the past. They will eventually replace both Part 110 (Program Accounting Manual) and Part 125 (Student Activity Funds and Convenience Accounts). The Fiscal Year 2009 School District/Joint Agreement Budget forms reflect these new rules. New Rule (23) Illinois Administrative Code – Part 100
New requirements for accounting, budgeting, financial reporting and auditing effective July 1, 2008 (FY2009). The Fiscal Year 2009 School District/Joint Agreement Budget form reflect these new rules. See links at the bottom of this page for more information.

School District Budget Form (FY2009) must be electronically filed to Illinois State Board of Education (ISBE) by October 31, 2008

The School Code, Section 17-1 (P.A. 94 – 0234)
School Districts should pay close attention to the deadline date for submitting the electronic FY2009 School District Budget Form in the excel spreadsheet to ISBE by October 31, 2008. The School Code, Section 17-1 (105 ILCS 5/17-1)) requires school districts to electronically submit the adopted annual budget to ISBE; and also requires school districts who adopt an unbalanced budget in the operating funds to complete a Deficit Reduction Plan to balance the budget within three years. The Joint Agreement Budget Form 50-39 is excluded from this state filing requirement and should be filed locally as determined by the provisions of the joint agreement.

Note: Joint Agreement entities are excluded from the electronic budget filing requirement.
