In January 2014, the State Board of Education submitted its Fiscal Year 2015 budget recommendation to Gov. Pat Quinn and the General Assembly, calling for an appropriation that would fully fund general aid to districts at the level set in state statute. In March, Gov. Quinn offered two education funding proposals. His recommended plan would increase education funding by $291 million through the existing income tax. The governor's "not recommended" budget plan showed a $633 million decrease if the income tax is not extended. House and Senate discussion points presented a $1 billion reduction.
