ISBE DELL e-Broadcast 2012-239: Special Edition Newsletter
This newsletter update will focus on comprehensive planning and curriculum and instruction for English Language Learners (ELs).
We wanted to remind you that the deadline for submitting the FY14 ELL-TBE/TPI and Title III grant application on IWAS is June 30th, 2013. Districts that submit the application after the deadline will NOT be eligible for Title III LIPLEPS or IEP funding. The application has to be submitted to ISBE, and not just "Submitted for Review" to your district superintendent.
Please note that you CANNOT successfully submit your ELL-TBE/TPI and Title III grant application unless ISBE has approved your FY14 ELL Enrollment Summary and Ceiling Calculator and loaded the correct allocation to the grant application. If you start working on your ELL-TBE/TPI and Title III application and notice that your budget appears as "$0," your ELL Ceiling has either not been approved or it was approved very recently. Please check IWAS to ensure that your Ceiling Calculator has been approved by ISBE or submitted to ISBE. If you resubmitted your Ceiling to ISBE but it has not been approved yet, it will be reviewed and your allocation will be loaded next week.
If you or your Superintendent has not resubmitted your Ceiling to ISBE it is essential to do so by Friday, June 21, to allow time for us to review it, approve it, and have your allocation loaded prior to June 30th.
Remember that districts that are not in LIPLEPS Cooperatives can work on all the sections of the ELL-TBE/TPI and Title III application even before the allocation is loaded, after which they can finalize the budget pages and submit it to ISBE by the deadline.

DELL Leadership Institute
DELL is preparing for a Leadership Institute to be held in August 2013. The Leadership Institute is geared to support English Learner Program(EL) Directors and Administrators who are new to the field or who have been working with the EL program for a small number of years.
Last year was the inaugural year for the Leadership Institute. The event was a great success. Based on the feedback we received this year, we plan to include topics relating to the challenges and considerations for working with EL students, an overview for program design and resources for administrators, English learners and Special Education topics, and review the general administration of the program (such as the review of state and federal requirements, program timelines and procedures, etc.).
The institute will be a two day event held during the week of August 5th. Registration details will be shared in an upcoming newsletter. Participants will be able to register for both days or choose one day to attend.
FREE!!! World Class Instructional Design and Assessment (WIDA) English Language Development Standards Framework: Training of Trainers (ToT) Summer 2013!
WIDA will be offering FREE!! three-day interactive workshops that are student-centered and teacher-focused. These workshops will engage participants in a variety of facilitation techniques for the purpose of understanding academic language development for ELs. These workshops have been designed for educators who have a strong foundation in second language acquisition and some understanding of the English Language Development (ELD) Standards Framework. While acquiring facilitation techniques, participants will deepen their understanding of the Framework. Teams of two participants from the same district can apply. Participants must have an ESL and/or Bilingual Education endorsement and experience working with ELs.

- July 29-31, 2013: Regional Office of Education (ROE) in Joliet, 8:30 am-4:00 pm (Registration Closed - Full)
